The SEC is not moving. Tennessee chancellor Donde Plowman told ESPN on Tuesday that the league "will not budge" on its rule barring NFL players from returning to college, and that is the clearest public word anyone has put on the subject from someone whose vote in the room actually counts.

That last part is what I keep circling back to. This did not come from a commissioner's podium or from a league source speaking on background. It came from a university chancellor, on the record, using the word budge. Nobody uses that word about a position they are quietly reconsidering. Chancellors and presidents are the people who sit in the room when conference rules get written and rewritten, so when one of them speaks in absolutes in the first week of September, she is not floating a trial balloon. She is closing a door and letting everybody hear the latch.

Context, because it matters here. The last several years of college football have been one long argument over who is eligible and for how long: transfer windows, extra years, junior college math, waivers granted and waivers denied. Almost every wall in that building has been leaned on, and a lot of them gave. The pro to college line is the one that has stayed upright. Now the SEC is saying out loud that it intends to keep it that way.

As for what comes next, I do not have the full text of the rule or any pending challenge in front of me, and I am not going to pretend I do. What I do know is that changing something like this takes votes, and Plowman just said the votes are not there. Which means the argument tends to move out of the conference office and into a filing cabinet somewhere. That is how most of the eligibility fights of the last few years have gone.

I am watching whether any other league office says something similar over the next few days. One chancellor is a position. A chorus is a policy.
